RAJSHAHI, Feb 27, (V7N) - Serious allegations of irregularities have surfaced in four tenders worth about Tk 1,000 crore under the Rajshahi Medical University (RAMU) establishment project. A written complaint has been submitted to the Prime Minister and senior health authorities, demanding cancellation of the tenders and reconstitution of the Tender Evaluation Committee (TEC).
Contractor Abdul Hannan of M/s Tabassum Enterprises lodged the complaint, citing violation of procurement rules. He alleged that procurement consultant Rezat Hossain Ritu, an external contractual consultant, was improperly included as a TEC member. According to Public Procurement Rules (PPR-2025), only government or autonomous officials can serve on evaluation committees, raising concerns of conflict of interest.
The complaint further noted that the consultant was directly involved in preparing tender documents, specifications, and estimates, making impartial evaluation impossible. Allegations of corruption against the consultant are reportedly under investigation by the Anti-Corruption Commission (ACC). Hannan warned that transparency is compromised if such individuals are allowed to influence tenders of this scale.
Copies of the complaint were sent to the university’s vice-chancellor, treasurer, registrar, and ACC divisional director. Registrar Dr. Hasibul Hossain declined comment, noting that Vice-Chancellor Professor Dr. Jawadul Haque is also the project director. Attempts to reach him for a statement were unsuccessful.
The tenders in question — numbers 1165374, 1165485, 1212260, and 1208443 — were invited under the EGP system. Stakeholders now await government response on whether the TEC will be reconstituted and the tenders reissued to ensure compliance and transparency.
