Dhaka, June 20 (V7N) – Police have arrested three individuals in connection with hacking the Rajdhani Unnayan Kartripakkha (RAJUK) ECPS (Electronic City Planning System) server and illegally approving building plans through fraudulent means. The arrests were made following a raid in the Motijheel area. This was confirmed by RAJUK Assistant Director Md. Abdullah Al Maruf on Thursday.

The incident came to light on May 19 when RAJUK officials discovered that an intruder had hacked into the ECPS server and, in just 17 minutes, illegally passed the approval for a high-rise building. The building in question is a 15-story structure comprising 185 units, situated on land classified as flood-prone and subject to height restrictions. The fraudulent approval bypassed all established regulations.

Following the initial discovery, RAJUK’s preliminary investigation revealed that three additional building plans had also been illicitly approved through the same unauthorized access method. In response, the server was immediately shut down, and a General Diary (GD) was filed at Motijheel Police Station the same day.

Tracing the forged approvals, RAJUK identified an engineer named Rabeya Bari whose signature appeared on the fraudulent plans. Upon interrogation, RAJUK officials uncovered a computer shop named “Nilankosha” in Motijheel and one of its employees, Swapno, as being involved.

Consequently, on May 22, under the leadership of RAJUK Executive Magistrate Monir Hossain Hawladar, a mobile court conducted a raid on Nilankosha computer shop. Investigators found clear evidence linking the shop to unauthorized plan approvals. Additionally, proof was found that the shop owner, Enamul, had used his credit card to pay RAJUK’s prescribed fees related to the illegal approvals.

Several computers in the shop contained digital copies of the illicit building plans, further implicating owner Enamul and employee Swapno. During the mobile court proceedings, neither Enamul nor Swapno were present, prompting police to detain other employees for questioning.

Md. Abdullah Al Maruf, Assistant Director of RAJUK, stated that RAJUK Chairman Engineer Md. Riyazul Islam has given the case the highest priority. Under his directives, RAJUK filed a case on June 6 at Uttara East Police Station under the Cyber Protection Ordinance and relevant sections of the Penal Code.

Following this, police launched operations in Motijheel, arresting three accused individuals named in the case: Jahangir Alam, owner of the fraudulent firm “Nilavh Nakshaghar,” along with Sajib and Mukul.
